The Trans Adriatic Pipeline (TAP) AG is a joint venture company established with the purpose of planning, developing and building the TAP natural gas pipeline.
TAP’s shareholding is comprised of BP (20%), SNAM (20%), SOCAR (20%), Fluxys (19%), Enagás (16%) and Axpo (5%).
Reporting directly to the Head of Procurement, the Direct Procurement and Contract Manager Energy Sector (OMR Procurement & Contracts Manager ) will be accountable to ensure, (a) timely placement of all Operations Contracts in line with the detailed contracts schedule, (b) that contract terms negotiated are commercially most favourable to TAP, and (c) that the procurement process strictly adheres to TAP’s principles and policies from the point of view of HSE, Quality and Compliance.
On engagement, the holder will be based in Athens but in the steady-state may travel to TAP Headquarters in Switzerland.
Responsibilities & Tasks
Preparing the baseline Operations contracts schedule and supporting any future baseline updates.
Providing inputs to Operations planning on the status of various contract activities to ensure actual progress is captured accurately.
Coordinate the preparation of resource loaded contracts schedule and estimation of FTEs for the placement of all Operational contracts.
Providing inputs for any baseline update of Operations budget allocated for contracts.
Conduct job interviews for the recruitment of Contract Engineers for the Operations Contracts team.
Responsible for the MBO and other HR processes (leave, travel and expense approval) for direct reports who are TAP staff.
Responsible for signing time sheets and other HR processes (leave, travel and expense approval) for direct reports who are agency staff.
Preparing weekly status reports and inputs to the TAP Board monthly report from a contract perspective.
Preparing presentations and presenting to the Leadership Team, PRC or to the Board in relation to Contracts.
Preparing Board papers and papers to the Leadership team for providing information or seeking approval on contract matters.
Supporting the preparation and performing the quality review of contracts procedures.
Maintaining an accurate master contracts list at any given point in time.
Oversee the preparation of preferred vendors list for all Operational contracts.
Coordinate and ensure timely preparation of outline scope for all contracts with the Technical team, towards the pre-qualification process.
Oversee and ensure timely completion of the prequalification process for all contracts managed by Contract Engineers.
Coordinate and ensure timely preparation of detailed scope of services for all contracts with the technical team, towards the ITT process.
Coordinate and ensure timely preparation of general T&Cs for all contracts with the legal team, towards the ITT process.
Oversee and ensure timely preparation of all contract documentation, including the compensation section, managed by Contract Engineers.
Oversee and ensure timely completion of the ITT process for all contracts managed by Contract Engineers.
Lead the commercial and contractual negotiations for all contracts
Responsible for the preparation of recommendation to award and associated Board papers for approval, where required.
Oversee the purchase requisition process towards the approval of budgets for contract commitment, managed by Contract Engineers.
Oversee and ensure timely completion of contract documents and sign-off of contracts, managed by Contract Engineers.
Oversee the kick-off meeting for each contract after the contract award to commence the execution of contracts.
10 - 15 years of relevant experience, at a Management level, in areas such Strategy, Organisation, Project Management, Procurement & Contracts, Performance Improvement, Cost Optimisation, Project Engineering, in International oil and gas companies, covering upstream, midstream and downstream operations.
As a minimum, Bachelor’s or a Master’s degree in Engineering, with an MBA in Finance
Procurement and contracting processes and procedures
Strong experience in preparing departmental plans and budgets including organisational design.
Strong experience in managing teams of experienced and senior resources, providing guidance and coaching where required.
Excellent communication skills with a focus on explaining procurement complexities to a non-procurement audience.
Strong experience in strategic sourcing & procurement principles, planning, policies, standards & procedures, including commercial and price analysis, and negotiations.
Strong experience in creating, negotiating and managing contracts.
Ability to obtain and interpret market prices and trends and apply such interpretations to procurement processes.
Experience in working for an international organization would be an advantage.
Proficient in IT / data applications including MS Office suite of applications such as Word, Excel and PowerPoint, etc
Highly proficient in English both verbally and in written form.
