CRS Background :

Catholic Relief Services (CRS) was founded in 1943 by the US Catholic Conference of Bishops States to assist the poor and vulnerable overseas.

CRS has been working in Greece since 2015 in response to the refugee and migrant crisis, working in partnership with the national and local diocesan Caritas organizations in Greece.

Country Background :

CRS is responding to the humanitarian needs of refugees arriving in Europe and the Balkans from the Middle East and Africa.

Since July 2015, CRS has been working with 10 local partners in Greece, FYR of Macedonia, Serbia, Croatia, Slovenia, Albania and Bulgaria providing immediate food and non-

food relief assistance, as well as shelter, sanitation, medical care and translation services. CRS partners include CARITAS members, as well as local NGOs.

CRS’ Emergency Response (ER) strategy aims to provide appropriate Shelter, Information and Relief assistance to migrants and refuges, so that they are able to travel safely and with dignity through Europe and the Balkans.

Programming in Greece provides shelter to vulnerable refugees and migrants as well as support for social and economic integration.

CRSGreece has been awarded to put into practice an integration project called Curing the Limbo UIA aimed at empowering refugees who have been granted asylum to get out of their state of limbo by allowing them to act along and with local citizens, addressing various city and social needs in exchange for affordable housing.

The project capitalizes on the vibrant civil society of Athens, helping refugees and locals becoming more active and more socially engaged.

This pilot project is funded by Urban Innovation Action (UIA) - an Initiative of the European Union promoting pilot projects in the field of sustainable urban development.

Key to the project’s effort is to find a positive solution for the whole city, help it move out of its own limbo, and make its new citizens champion citizens along with its own public-

spirited actors, in a transformative process for all. Curing the Limbo consists of 5 partners : The Municipality of Athens (MoA), the Athens Development and Destination Management Agency S.

A. (ADDMA), the University of Athens, the International Rescue Committee (IRC) and CRS. CRS’s role in the project is focused on piloting affordable housing models which explore how to support refugees step closer towards self-

reliance and independent living. Beneficiaries will be able to tailor their participation in the project through a menu of options.

Job Summary :

As a member of the Housing Facilitation Unit project team, you will monitor and report on all project activities in support of Catholic Relief Services’ (CRS) work serving the poor and vulnerable.

A key component of this project is the identification of independent accommodation and the creation of linkages with beneficiaries.

In this role you will be promoting the program and conducting outreach at neighborhood level, besides engaging with landlords and real estate agents.

Roles and Key Responsibilities :

  • Support the coordination and implementation of all assigned project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.
  • Monitor and report any challenges and / or gaps identified to inform adjustments to plans and implementation schedules.
  • Assist partners in their efforts to reflect on project experiences.

  • Support accountability through coordinating project evaluation activities and assisting partners in their efforts to collect and analyze project data per specified mechanisms and tools.
  • Collaborate with local partner(s) to prepare reports per established reporting schedule.

    Specific Job Responsibilities :

  • Work directly with beneficiaries in transitioning out of emergency housing and connecting them to affordable housing.
  • Engage Greek apartment owners and real estate agents to participate in apartment renting program using key messages
  • Utilize owner / real estate agent data management system for outreach
  • Verify apartments physically based on project minimal standards for assessment of qualification.
  • Document and share information about apartment qualification with project stakeholders.
  • Carry out other duties as assigned and depending on project needs.
  • Accompany beneficiaries through the lease negotiations as well as any other legal and bureaucratic hurdles associated with housing.
  • Typical Background, Experience & Requirements :

    Education and Experience :

  • Bachelor’s degree; In field of social sciences preferred
  • Minimum of 4 years of work experience in project support. Experience in the field of housing,real estate, integration, engagement with apartment owners and for an NGO would be a plus.
  • Experience working with partners, participatory action planning and community engagement.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint)
  • Knowledge, Skills and Abilities :

  • Observation, active listening and analysis skills with ability to make sound judgment
  • Good relationship management skills and the ability to work closely with local partners and community members
  • Attention to details, accuracy and timeliness in executing assigned responsibilities
  • Proactive, results-oriented and service-oriented
  • Preferred Qualifications :

  • Experience in participatory action planning and community engagement.
  • Experience monitoring projects and collecting relevant data preferred.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).
