Reporting directly to the Senior Manager QHSE, Land, Permitting and Stakeholder Management , you will Coordinate and maintain oversight of the TAP wide Land Management policies and processes with the local O&M teams and Country Representative managers in Greece, Albania and Italy, the Stakeholder Coordinator in Greece, and the Permitting and Land Management coordinator in Albania ensuring that land management across the three countries where TAP operates is managed efficiently and in accordance with TAP s policies and procedures.
The Land Management Coordinator will support the TAP Operation and Maintenance (O&M) teams with a) the implementation of the TAP Livelihood Restoration and Grievance management procedures and resolution of infringements, b) building and maintaining long term relationships with landowners and users along the right of way as well as Lead interface with critical / sensitive landowners
In this role you will be responsible for :
Ensuring that Land related issues are managed efficiently and in accordance with TAP s policies and procedures
Maintaining updated all Land Management Procedures and ROW (Right Of Way) manual
Leading O&M teams in Greece, Albania and Italy and the Land Management Coordinator in Albania and cross-functional teams to secure land issues are properly managed across the three countries where TAP operates
Coordinating Lender’s Monitoring Visits as well as TAP lender reporting
Implementation of Biorestoration Management Plan (BMP) to detail implementation of TAP’s biorestoration commitments within the Environmental, Social and Cultural Heritage (ESCH) Standards and Specifications defined in the TAP Environmental and Social Management Plan.
The BMP forms part of the ecological management system.
In terms of Land Entry , you will be responsible for : In internal entry planning : the verification of legal rights of entry and land entry authorisation form In notification of entry : land entry notification for private and state-owned land and records management.
Also, if required, notification and engagement with to cultural heritage competent authorities. In land entry : Land Entry Protocol (Scenario 2 and retrospectively for Scenario 3), In unplanned damage / impact : Engagement with landowner / user, inventory of affected assets for unplanned damage / impacts, record of grievances and Land Access Breaches within SGMT and resolution of grievances on breach of Land Access Breaches In reinstatement and land exit : Approvals from Ephorate, maintaining land exit records in GIS In land productivity and biorestoration monitoring : Land Productivity Restoration Action Plans development and implementation
Infringement : Support implementation of the TAP infringement management procedure, leading landowner / user engagement associated with compensation assessments, land entry, land exit and where appropriate restoration actions plans
Reporting Consolidate monthly country reports regarding Land Management, Infringement, Grievances and Steady state transition plan Quarterly and Annual report preparation
GIS Maintenance of GIS system and landowner / user contact details Update GIS and GR Ops Phase register of CH constrains with any new CH info
LATS (Livelyhood Assistance and Transitional Support) linked to restauration of the land
Support the transition team with the
Implementation and follow-up on all LATS process Management and supervision of LATS contractors to ensure timely and quality completion Coordination of LATS audits
Grievance Implementation of the TAP grievance procedure, working with operations teams and TAP Operations and Maintenance Contractors to ensure timely resolution of all grievances and interface with landowners and users
Maintenance of contact details of all utility owners and competent authorities and local municipalities
Support Stakeholder engagement team on identification of stakeholders list, stakeholder engagement with land owners / users, for LTO, lenders, Municipalities, Communities. Etc
Full responsibility over and compliance with the Land associated budget
University degree in Economics, Law, Engineering, Surveying, Environmental or Social Sciences or other related discipline.
At least 8-10 years working experience in National or International projects. Interdisciplinary project approach knowledge a must
Experience in Land Management
Experience in managing stakeholders (external and internal) across multiple countries and managing a small international team
Contractor Management Knowledge a must
Familiar with social sensitivities of the RoW (Right of Way) and adjacent areas
Familiar with engagement with landowners / users and experience of resolution of grievances, disputes and enquiries
Working experience in multicultural environment
Proficient in Microsoft office. Capable of using ARC GIS and databases
Excellent organizational, time management and prioritising skills required
Fluency in English and Greek. Any other language (Italian, Albanian or German) will be an advantage
