Since 2015, Greece has seen over 1,200,000 migrants arriving on its territory both through its land and sea borders, including migrants in a situation of vulnerability such as Unaccompanied Migrant Children (UMC).
Given that legal pathways facilitating mobility out of the country are either extremely limited (e.g. bilateral relocation schemes) or are realized only after the completion of lengthy procedures (i.
e. family reunion under the Dublin Regulation) and whereas arrivals continue on a stable basis, the already overstretched national reception system has been struggling to respond to the needs of over 120,000 refugees and migrants in Greece, either living under inappropriate conditions or remaining in limbo in regard to their future.
UNICEF became operational in Greece in early 2016 as an outposted team from the Regional Office of Europe and Central Asia (ECARO) to respond to the significant influx of refugee and migrant children and their families at that time.
The response centered on a two-track approach covering direct service delivery as well as national capacity building through critical partnerships with governmental bodies, ministries, local authorities, civil society and NGOs and focused primarily on three main strategic sectors - child protection, education and child rights monitoring.
Following several years of engagement with national stakeholders, UNICEF and the Government of Greece made a decision in January 2020 to formalize the agency's presence in the country under the form of a Greece Country Office.
This office falls under the UNICEF Regional Office for Europe and Central Asia located in Geneva, which supports the work of 21 Country Offices within its geographical scope, reporting in turn to global headquarters in New York.
Since September 2020, UNICEF has expanded its programme in Lesvos responding to the emergency needs of refugee and migrant children and their families.
Specifically, UNICEF is leading the WASH sector response for the new RIC site in Lesvos and coordinating efforts to ensure access to services (education, GBV prevention / response and child protection).

Support the Greece Country Office in fulfilling reporting requirements
Create information products
Support the creation of information products to highlight programmatic results to relevant stakeholders, in close collaboration with programmatic and communications GCO staff.
Produce visuals and infographics of key data to demonstrate UNICEF results and to be used for a variety of internal and external products.
Build capacity of UNICEF staff one the use of innovative tools around data visualization and graphics.
Outputs / Deliverables
1. Support the finalization and quality assurance of Flash Reports (monthly).
2. Support the consolidation and quality assurance of required documentation for the draft Final Report of the SMS grant (August 2021)
3. Support the finalization and quality assurance of Situation Reports related to the refugee and migrant response in Greece, with a focus on the islands (3 reports between April and September).
4. Create a template to facilitate the visualization of main achievements on a monthly basis for the Greece Country Office.
5. Provide monthly reports on achievements and progress against deliverables to the supervisor.
Time frame : Nine (6) months starting April. Completion date October 2021.

Management and Reporting
The Individual Contractor will be assigned to the PME Unit, under the supervision of the Reports Specialist, and based at the Greece Country Office in Athens.
Remuneration and Payment Schedule
Consultancy fees : UNICEF Office in Greece applies a standard remuneration scale for Individual Contractors / Consultants, taking into consideration the professional and academic experience of the incumbent, the functions that the consultant is tasked to carry out, as well as the local labor market.
The final rate will be negotiated with the candidate upon recommendation by the selection panel.
Payment schedule : Payment will be made on a monthly basis, based on agreed deliverables and a submission of monthly progress reports to UNICEF by the consultant, upon approval by the direct supervisor.
Monthly progress reports will be brief, produced in English and summarize key activities, achievements and challenges faced during the reporting period, priorities for the next reporting period, highlighting any support needs from or recommendations for UNICEF.
UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work / outputs is incomplete, not delivered or for failure to meet deadlines.
All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future.
Travel Clause : All UNICEF rules and regulations related to travel of Consultants / Individual Contractors apply.
o All travels shall be undertaken only upon the prior written approval by UNICEF.
o The eligible maximum amount for travel will be specified in the contract.
o The consultant is responsible for his / her for travel arrangements, via the most economic and direct route.
o Travel costs will be reimbursed after the completion of mission. UNICEF will pay the applicable DSA rate and other travel related expenses upon submission of the invoice together with the supporting documentation.
o The consultant must be fit to travel, be in a possession of the valid UN BSafe certificate, obligatory inoculation(s) and have a valid own travel / medical insurance and an immunization / vaccination card.
