The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

UNEP’s Ecosystems Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition.

This post is located in UNEP / Ecosystems Division at the Athens duty station. Under the overall guidance of the UNEP / MAP Coordinator and the direct supervision of the UNEP / MAP Deputy Coordinator, and in close cooperation with the Quality Status Report Programme Officer, the incumbent will be responsible for the following duties :

Responsibilities

1. Coordination and Project Management :

  • Coordinating and managing the project working closely with UNEP / MAP components.
  • Developing a detailed work plan including activities to be implemented by the partners.
  • Monitoring delivery of outputs and progress of implementation of activities in accordance with the Project Document and the workplan and ensuring quality of outcomes and proposing necessary amendments as need be.
  • Coordinating and managing overall project budget revisions / implementation including those of implementing partners.
  • Ensuring harmonization and coherence of all activities and project outputs together with the Project Steering Committee.
  • Executing Project Activities assigned to MAP Coordinating Unit including Mediterranean Pollution Monitoring and Research Programme (MED POL Programme).
  • Preparing various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, as well as supervising their translations.
  • Informing and advising the implementing partners through the Project Steering Committee on any issue likely to affect the financial resources or the scope of the activities foreseen.
  • Organizing the Project Steering Committee Meetings including preparing the agenda and ensuring dissemination of the Meeting minutes to all participants / concerned parties to ensure effective communication and follow-up.
  • Developing and managing the performance and impact assessment system for the project including defining measurable indicators, ensuring adherence to the Project’s monitoring and evaluation framework as well as organizing any external evaluations required.
  • Disseminating the results of the evaluation to all partners for further review as a means to ensure the most effective implementation and results orientation of the project.

  • Developing TORs and managing the work of Consultants in the context of the expected outputs of the Project.
  • Handling administrative paperwork in implementing the project.
  • 2. Communication and Networking :

  • Collecting information on latest developments on ecosystem approach at regional and global levels, reviewing and analysing issues and trends, to contribute to the policy development of UNEP / MAP.
  • Contributing to the organization of meetings, seminars, and / or public relations events that are required to ensure effective coordination and implementation of the overall Ecosystem Approach Roadmap and its activities including both substantive and logistical aspects of meeting organizations.
  • Seeking opportunities for creating networks with relevant initiatives, institutions, NGOs, scientific community, with special emphasis on synergies with European Union Marine Strategy Framework Directive (EU MSFD) work.
  • Coordinating and monitoring all the Communications activities of the project in collaboration with MAP Information Officer and respective MAP Components.
  • 3. Perform any other related duties an may be assigned.

    Education

    Advanced university degree (Master’s degree or equivalent) in environmental studies or management, international relations, political science, law or related disciplines is required.

    A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience

    A minimum of five (5) years of progressively responsible experience in project / programme management and environmental policy coordination and / or related field is required.

    One (1) year of the five (5) years of experience at the international level on issues related to marine and coastal environment management is required.

    A good understanding of implementation of the European Union Marine Strategy Framework Directive (EU MSFD) is desirable.

    Languages

    English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and a working knowledge of French are required.

    Knowledge of Arabic and / or Spanish is desirable. Knowledge of another official United Nations language is desirable.

    NOTE : "fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "knowledge of" equals a rating of "confident" in two of the four areas.

    Assessment

    Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

    Special Notice
