Primary Responsibilities and Duties :
Outside Plant (OSP) Technician installs and maintains cabling from the switch to the end user instrument. This technician installs outside plant cable by means of direct buried and manhole installations.
Duties include the splicing of cables in manholes, pedestals and direct buried cables. The OSP Technician performs diagnostic tests on cables installed, conducts fault isolation, and resets or replaces equipment after surges in voltage.
Personnel Qualifications :
Individual shall possess a minimum of five years' experience in installation and maintenance using telecommunications industry standards-
based cabling distribution systems and must be familiar with and be able to reference current TIA / EIA / One-Net standards.
Provide Outside Plant (OSP) O&M to include, installing, inspecting, splicing, testing, repairing, replacing, upgrading and providing documentation for both copper and fiber optic backbone and distribution systems from the vertical frame to the end-
user premise equipment IAW standards, codes and regulations.
Specific experience is required in the following areas :
Cable / Fiber / Wire Installations and Design
Voice / Data Network Infrastructure Design
IAT Level I Certified IAW DoD 8570.01-M
Proficient with Microsoft Office Suite (Word, Excel, Outlook, Power Point)
3M program (commercial equivalent may be acceptable with prior Government approval)
T-1 / PRI and VoIP Installations.
Day to day OSP functions and tasks include but are not limited to :
Identify, document and request maintenance actions from the BCO trouble desk on all outside plant cable deficiencies discovered.
Receive, respond, and resolve all work orders via the NCTS Naples Help Desk computerized terminal solution in accordance with the work order request response times
Install, modify, replace, maintain, relocate, and remove all telephone instruments, Local Area Network circuits, special circuits, house cable, premise copper and fiber wiring and similar communications equipment via work orders to include support for ONENET requirements.
Install, modify, replace, maintain, relocate, and remove all terminal boards, cross connect boxes, fiber optic couplers, fiber media converters, and communications pedestals, and shall run all cross connects, as approved by the COR via work orders, ensuring that all are properly grounded, tagged, labeled and stenciled.
Install and repair all outside cable plant cables / fiber optic cables via work orders. test all fiber optic cables, multimode and single mode, prior to installation, and upon completion of connections.
Maintain copper cable and fiber optic assignment records in hard copy and electronic (MS Word, PDF or Excel) format.
Identify and label items according to standard telecommunications labeling scheme
Provide installation, clean up and repair of telecommunications and ONENET racks, cabinets and closets and provide a written report of findings.
All maintenance and repair items shall be restored to original equipment standards of performance, operability, reliability and accuracy.
Have at minimum Interim Secret Clearance based on favorable local records check or National Agency Check with Local Agency Check and Credit Check (NACLC) per DODINST 5220.
22M, before beginning work on-site and submission of investigative documentation prior to assumption of duty
Must be able to terminate to POTs cable using 110 Blocks, 10,000 line pedestals, and data patch panels using RJ 11 and 45 connectors.
Must be able to must be able to splice high number copper counts using a 710 splicer.
General understanding of proper encasement procedures and grounding in manholes and cable
Must be able to splice fiber optic cable with fiber counts from 6 strands up to 512 stands using a fusion splicer, be proficient in the use of corning UNICAM termination tools and understand proper cable installation and management.
Candidates must possess at minimum an interim Secret Clearance based on favorable local records or National Agency Check with Local Agency Check and Credit Check (NACLC) per DODINST 5220.
