OHIO University is seeking a qualified applicant for a Contract Administrator within the Procurement Services department.

Established in 1804, OHIO University is the oldest public institution of higher learning in the state of Ohio and the first in the Northwest Territory.

Located in the scenic Appalachian foothills, its classic residential campus in Athens, Ohio, is one of the most attractive in the nation.

Duties include : 1.Contract Administrationa) Administers or develops standard and non-standard contracts and scopes of work with limited assistance from senior personnel.

b) Analyze potential risk to the University involved with specific contract terms and works to mitigate risk to acceptable levels for the institution.

b) Provide proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specification.

c) Examine contract administration outputs to ensure accuracy and completeness.d) Participate in negotiating favorable contract terms, management, and conditions including work scope, duration, price, warranty and confidentiality provisions, based on applicable procurement regulations and contracting guidelines.

e) Monitors all contract deadlines and conditions to ensure timelines are met.f) Ensures compliance with all internal policies, procedures, state and federal laws and regulations.

g) May research special compliance / legal topics as required.h) Coordination with Legal Affairs, as needed.i) Operates within designated signature authorization guidelines and ensures appropriate approval levels are achieved during the execution phase of the contracting process.

2.Manages and maintains contract databasesa) Creates, updates and organizes contract files.b) Maintains a system to identify and track contract requirements and non-

standard terms to ensure compliance.c) Manage and develop templates for various standard contracts and contract riders and a database of master agreements.

d) Collaborate with individuals and departments to manage priority list of documents in legal review and contract negotiation.

e) Prepare and disseminate information regarding contract status using various tools and communication channels.f) Ensure that all supplier documents, certifications and contracts are collected and maintained in the database.

g) Manage contract database to include reports generation, renewals, amendment, and execution support.h) Maintain process documentation as needed.

3.Position must stay current on internal policy and procedure, state and federal government procurement laws and regulations, as well as developments in commercial contract law.

4.Customer Service and Communicationa) Provide compliance and strategic advice to internal customers regarding proposal efforts and contract negotiations and administration.

b) Interface with internal technical staff and external clients during the initial drafting process, award negotiation process (as needed), the execution phase, as well as the contract modification / renewal process.

c) Coordinate with internal departments and outside contractors; track authorizations and correspondence using departmental tools, logs, work tickets and email.

d) Explain terms and conditions to all interested parties.

5.Special projects and other duties as assigned

Minimum Qualifications

  • Bachelor’s Degree in Business, Accounting, Business Law or a related field and a minimum of 3 years of work related experience required.
  • Equivalent experience and education may be considered.
  • Preferred Qualifications

  • Must be a self-starter, detail-oriented, with excellent follow-up, organization, report writing and presentation skills.
  • Must be able to interface with a diverse staff of varying levels (i.e. from departmental administrator to executive officer or attorney), both internal to the organization as well as external.
  • Proven ability to work independently in a fast-paced environment with minimal oversight and direction.
  • Must be able to handle multiple requests simultaneously in an effective and timely manner.
  • Must be customer focused and proficiently prioritize and juggle multiple demands. Must be proficient in the use of Microsoft Office Suite applications.
  • Must have strong written and verbal communication skills.
  • Must have the flexibility to change with the business needs and priorities.
  • Ideal candidate will have previous experience developing and managing contracts and is familiar with legal requirements and terms of use.
  • Will possess knowledge of purchasing and negotiation procedures.
  • A Certified paralegal or enrollment in a current paralegal program.
  • Experience with public sector contracts.
  • Knowledge of supplier portal processes and best practices to manage supplier information.
  • Experience with e-procurement and contracts management technology platforms.
  • Must possess knowledge of both commercial and government contract laws and regulations to perform assignments and requires effective application of contract administration processes and procedures.
  • $50,735 $58,345 annually. Commensurate with education and experience. Employees also enjoy a generous benefits package including health benefits, paid time off, and education benefits for employees and qualified dependents.
