Supply Chain Officer - National Contract

Background :

DRC has been operating in Greece since November 2015, providing support to the Greek Ministry of Migration Policy in ensuring dignified reception conditions for refugees and migrants arriving on Lesvos island.

In March 2016, DRC expanded its operations in Athens, in response to the changing context and the build-up of refugee population on mainland Greece.

Purpose :

DRC Greece is looking to recruit a qualified, flexible and enthusiastic professional to work for its Office in Thessaloniki , Greece, as a Supply Chain Officer (Procurement).

Under the supervision of the SC Team Leader, the Supply Chain Officer (Procurement) will process and support in overall Procurement requests for the projects in DRC Greece at North.

Duties & Responsibilities :

The main responsibilities wil include, but not necessarily be limited to the following :

  • Ensure that all procurement is processed according to DRC policies and guidelines. This includes preparation of tender documents, establishing relevant vendor review committees, upkeep of suppliers’ list, upkeep of a procurement tracker, review of supplier contracts etc.
  • Undertake procurement activities covering the pre-award, award, and the post award phases, such as : prepare tender dossier, review and verify technical specifications (services, supplies or works) and launch tender procedure;
  • conduct relevant market researches for procurement bid lists; manage the award and assume the responsibilities for contract management and contract administration.

    Prepare contracts and purchase orders. Liaise with Country Office, whenever needed.

  • Work close with Logistics to inform about upcoming deliveries.
  • Support the development of a Project Procurement Plan and generate regular updates on procurement status for all stakeholders.
  • Follow up with suppliers and contractors to ensure timely and effective supply and delivery of goods, services and works.
  • Prepare regular reports by : keeping up-to-date procurement tracker, contract and FA list and update the project on procurement status report.
  • Provide training and guidance to any new Supply Chain / Procurement and in general DRC employee on Procurement procedures and guidelines (preparation of presentations, staff inductions etc.).
  • Develop tools for monitoring procurement data and identify progress towards the achievement of procurement schedules.
  • Participate in Tender Opening Committee or team meetings in order to ensure timely implementation with a focus on procurement related activities.
  • Work close with the Finance Department for payment follow up and budget owners updating them for the spending of the framework agreements.
  • Train all DRC staff to Procurement procedures and guidelines (preparation of presentations etc).

  • Keep an accurate physical and electronical archive for all procurement and other relevant files.
  • Run the procurement process and maintain all Procurement related data within DRC Dynamics (DRC’s Global ERP system).
  • Any other reasonable duties as assigned by the Supply Chain Team Leader.
  • Required Qualifications :

  • Relevant university degree.
  • At least 2-3 years of relevant work experience in Procurement (NGO experience preferred especially in the Procurement area).
  • Good computer skills (PowerPoint, Word, Excel etc); experience in ERP systems (Microsoft 365) is highly desired.
  • Able to communicate both verbally and written in English and Greek.
  • Driving license holder is an added value

  • Terms & Conditions :

  • The contract will be under the Greek Labor Law (this is a national position)
  • All allowances will be provided to the employees (Christmas, Easter, Vacation bonus)
