Duties and Qualifications

Operational Context

There are over 119,000 asylum-seekers and refugees currently hosted in Greece who arrived and remained since the 2015 Â' 2016 humanitarian emergency.

In 2020, until mid-December, 15,400 people had arrived either by sea or by land, mostly from Afghanistan and Syria. UNHCR supports the Government who coordinates the refugee and migrant response in the development of policy, capacity building and targeted interventions in the areas of reception, asylum procedures, and for finding durable solutions.

UNHCR has multiple interventions in core areas of Child Protection, GBV, and other areas addressing specific needs of persons of concern.

The Office also retains a readiness to respond to emergencies and new arrivals, with particular focus on immediate support to the most vulnerable.

In 2021, UNHCR is working with the Ministry of Migration and Asylum to finalize transition of the large scale ESTIA accommodation programme by Q1 and will thereafter provide training and capacity support to Government ESTIA partners on protection, reception and asylum standards.

The large-scale ESTIA cash assistance programme is to be transitioned to the Greek authorities by end-June 2021. UNHCR also supports the Government's prevention and response to COVID-19 through CWC, technical interventions, increased coordination and protecting asylum-seekers at high-risk of COVID-19 complications.

While the situation on mainland Greece is better overall, most of the roughly 19,500 asylum-seekers at the reception and identification centres on the Greek Aegean Islands must cope with difficult living conditions and are exposed to various security risks.

UNHCR has long warned of the urgent need to address the situation and conditions for asylum-seekers on the Aegean Islands.

Continued support is also needed from European countries and European Union institutions in providing immediate protection to those most at-risk through sufficient resources, ensuring capacity in the country and responsibility-sharing through expedited relocations of unaccompanied children and other vulnerable people.

UNHCR, along with other actors, fully supports the ongoing relocation process, led by the Greek government and supported by the European Commission, of unaccompanied children, asylum-seeking families with children with severe medical conditions and beneficiaries of international protection.

As of mid-December 2020, almost 2,000 people had been relocated from Greece to ten European countries. UNHCR will continue to assist Greek authorities in responding to both short-term and long-term challenges.

Duties and Qualifications

  • The incumbent will contribute to the office's visibility and prominence of its protection, integration and social cohesion concerns by drafting a strategy for its social media outreach, curating content, providing advice and training, developing strategic actions and analyzing metrics with a view to : a) Strategically expand the office's social media engagement, so as to address public perceptions of refugees, promote the integration of persons of concern and enhance empathy, including by drafting a social media strategy;
  • b) Expand the audiences of UNHCR Greece social media accounts (Facebook, Twitter, potentially Instagram) in terms of followership, engagement and audience demographics;
  • c) Bring knowledge and expertise on developing successful and engaging content, creative, campaigns and products speaking effectively to the audience, calling to action, generating lead and rallying support for integration-related initiatives;
  • d) Plan paid advertisement campaigns and activities on a cost-effective and informed basis reflecting UNHCR communications priorities and key messages, including in the field of integration and community cohesion.

    Among other tasks that may be required, the incumbent will :

  • Draft a social media strategy for UNHCR Greece's use of Facebook, Twitter and Instagram.
  • Support communications efforts of the office and targeted public awareness campaigns and projects aiming to foster understanding, community cohesion and inclusion.
  • Support community management for the office's digital media accounts, producing and curating content as needed.
  • Provide expert support and advice on how to monitor and moderate comments on social media posts, intervening as appropriate to answer questions and guide the conversation.
  • Produce social media content from the field (either within Attica or on mission to other locations within Greece), including photos and short videos that showcase positive integration stories, peoples' testimonies, local initiatives and volunteer actions and UNHCR's operational work and the work of its partners.
  • Train colleagues / senior management to use social media effectively.
  • Help develop high-impact social media content Â' including graphics, videos and other multimedia formats Â' that effectively informs and engages external audiences and supports media and advocacy campaigns.
  • Collect and analyze social media metrics to gauge reach, engagement and other performance measures for social media posts, accounts and campaigns, helping to inform results-based decision making and drive the effective use of resources in paid advertisement / media buying.
  • Essential Minimum Qualifications and Professional Experience required :

  • Degree in Communications, Marketing, Political Science, International Relations or a related field.
  • Minimum 3 years of relevant job experience with graduate degree, 4 years with undergraduate degree, in journalism, advertisement, communications, marketing or humanitarian work;
  • Excellent communication, writing and editorial skills; Proficiency in English and Greek is required; Strong understanding of the international global media environment, including grasp of social media and paid promotion strategies;
  • Experience in working on issues related to UNHCR's mandate; understanding of UNHCR's external relationships. Experience producing, editing and disseminating multimedia content, graphics and visuals for online audiences;
  • Experience producing and interpreting web or social media analytics to inform strategies and work plans. Strong editorial judgement, including ethical and political awareness.

    Proven ability to conceptualize, plan and execute ideas as well as transfer knowledge and skills. Flexibility to undertake on short-notice field missions as needed.

    Excellent computer skills (MS Office essential; Adobe Photoshop and / or Adobe Premiere Pro an asset).

    Additional Information

    Duration of the assignment : until 31 December 2021.

    Location : Working from office or home (depending on exigencies of service), with possibility to travel on mission to different locations in mainland Greece or the Aegean islands, following developments in the field.
