Deputy Head of Movement Cooperation, Operations & Partnership

Purpose of the post

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence.

We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949.

We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence.

We direct and coordinate the international activities conducted in these situations.

This position is the focal point for driving the design, development & implementation of the inclusive leadership / boosted coordination approach, as articulated in the Institutional Strategy, and agreed between DIR GEN MOUV and OP DIR and the OP REGIONS (also with REM, LOG, FAD, etc)

S / he will support decision-making in HQ and provide technical support and guidance to delegations about where and how to roll out this approach, in a way that will be tailor-

made to the specific circumstances of each delegation / operation / Movement footprint, and will be in a gradual / incremental way.

S / he will also work with other Movement actors as required to design and develop this approach (in complementarity to the overall scope of SMCC) and with external stakeholders as relevant.

The role will be up to 50% field based.

Main duties and responsibilities

Strategic planning

  • Frame the approach in armed conflict contexts globally (design & development of the approach in the field, testing implementation, providing technical support to delegations concerned, planning & conducting lessons learned)
  • Co-design with each Delegation, then guide and monitor the implementation of the approach in the field and ensure the relevance of the lessons learning cycle.
  • Work with the SMCC Coordination team (and others) to ensure alignment with & support to SMCC reporting, as well as other ICRC strategic and / or operational priorities
  • Develop and facilitate delivery of a plan of action (field upwards) for implementation of the approach.
  • Convene and support a Steering Group to guide the implementation, with input tailored to each concerned delegation or context (work with Operations Coordinators and MOUV HOS)
  • Produce an Inclusive Movement Response Framework and related technical guidance (tools and procedures)
  • Management advice

  • Advise the eventual Steering Group on the strategic orientation and feed it with all relevant information for decision-
  • making. Also keep SG informed on approach development, key decision points.

  • Liaise / between the various concerned departments internally to ensure optimal support and timely decision-making
  • Ensure coherency links to other associated processes in OP DIR or MOUV (e.g. AAP, NSD)
  • Coordinate advice and input among (e.g.) Heads of Sector MOUV OP and other key departments
  • Representation / Promotion / Liaison

  • Take initiative to ensure adequate literacy and internal buy-in at HQ and Field level, to disseminate best practices, to promote the concept and its achievements.
  • Liaise as required with the concerned Movement components externally to ensure support for and understanding of the approach
  • Facilitate / ensure dissemination and possible buy-in across the Movement
  • Represent and act as liaison for ICRC towards non-Movement stakeholders (donors, humanitarian actors, etc )
  • Process support

  • Conduct / Facilitate wide consultation in Delegations and GVA HQ
  • Manage the Risk Register for the process
  • Draft Log Frame (or equivalent) and other key documents
  • Develop monitoring or evaluation processes as required
  • Scope & Impact

  • Financial remit : sets and manages the budget related to her / his area of work and ensures that budget lines are properly integrated into annual planning.
  • Supervises staff assigned to their area of work in accordance with ICRC policies.
  • Strategic impact : contributes to mainstreaming Movement Cooperation priorities and to increasing and improving interaction and joint operations within the Movement.
  • Geographical remit : global.
  • Relationships

  • Internally, interacts with Movement Cooperation staff, particularly Heads of Movement Cooperation Sector and thematic file-
  • holders. Also interacts with heads and deputy heads of most divisions, regions, etc.

  • Externally, interacts with staff in various Movement components at the governing and managerial levels.
  • Education and experience required

  • University Masters degree or equivalent in a relevant field.
  • A minimum of 5 years of field / HQ experience with the ICRC, and / or working with at least one other Movement component
  • At least 3 years of management or project management experience
  • Experience of working with other humanitarian organizations, especially in a coordination role, an asset
  • Excellent English language (spoken and written), French at least at working level. Another ICRC or IFRC working language at basic level an asset (e.g. Spanish or Arabic)
